Strategic Plan RFP
Overview: Community Action develops a Strategic Plan every five (5) years. The current Strategic Plan covers the period from 2018 – 2022, and is in its last year of service. The Agency has historically completed all strategic planning in-house, with efforts led by a staff Planning Department given its deep and thorough understanding of the Agency’s current operations and priorities. However, the Agency is also aware that effective strategic planning, by definition, asks us to consider how these operations and priorities might evolve in the future and thus requires us to broaden our perspective beyond the confines of what we are doing today. In addition, the Agency believes the strategic planning process itself is a particular skill that is best honed through participation in numerous strategic planning exercises over time. As such, the Agency seeks the services of an outside consultant with deep strategic planning experience to lead its strategic planning efforts.
Scope of Services: Community Action seeks the services of a qualified consultant to prepare a new 2023 – 2027 Strategic Plan for the Agency. The consultant will be responsible for research, stakeholder interviews and focus groups, Strategic Plan authorship, and revision based on Agency feedback. The completed Strategic Plan should include a mission and vision statement for the Agency; a series of goals that tie back to the mission and vision; and a series of measurable objectives for each goal. The Plan should present an attractive visual layout reflective of the Agency’s branding and style guide. Photographs, infographics, charts, and tables should be utilized to provide enhanced clarity, information, and visual interest. The document should present equally well in print and as a PDF for on-screen viewing. Raw data informing the Plan should be made available in appendices. A one-page executive summary should be prepared to highlight the most essential Plan components with a particular emphasis on “what’s new” and “what hasn’t changed.” The Plan should be limited to a maximum of 15 pages, not including appendices.
